URGENT
TOP SECRET
November 10, 2009
The following is a SIGINT intercept that was received by land-based SIGINT operations which have been collecting incoming transmissions to Cuba. We were able to decipher it only because the Cubans do not have a very sophisticated message decryption technology, which we believe probably forced the Russians to sending this message by less secure methods.

November 1, 2009
Esteemed Comrades of the Revolution:
Here is the information you requested on US submarine deployments, which was acquired through SIGINT intercepts of US burst tansmissions from what are likely US subs on patrol.
Status of US Submarine Deployments in the Atlantic, as of November 1.
GROTON, CT
13 SSNs are stationed here. Of these, 5 are now in port. The remaining subs are believed to be deployed to either the North Atlantic, the Norwegian Sea or the Barents Sea.
NORFOLK, VA
11 SSNs are stationed here. Of these, 1 is under repair, and 5 are in port. The remaining 5 subs are on patrol. At least two of these are far way from your AO, as one has been detected in the South Atlantic and one other in the Mediterranean. Of the remaining three subs on patrol we are fairly certain that at least one of them is stationed near Cuban waters.
KINGS BAY, GA
10 SSBNs are ported here, but no SSNs. We do not believe any threats to Cuban operations will come from here.
Satellite Deployments
Our tracking stations have determined that there are only two US satellites that overfly your AO, one is a KH-12 and the other, a Lacrosse SAR satellite. Fortunately, overflight times for these satellites are estimated to be 2400 hours and 0300 hours, respectively, making it highly unlikely the US will be able to gain quality intel on your operations. Nor have we detected any U-2 or other top-level reconnaissance aircraft in your immediate AO.
We hope that the above information will be helpful in your execution of OPERATION GOLPE.
Respectfully,
Director, GRU (Russian Intelligence)
